Climate change is increasingly recognized as a threat multiplier that exacerbates existing security challenges and creates new risks to international stability. The effects of climate change are not merely environmental—they have direct and measurable impacts on national security, conflict dynamics, and geopolitical competition. This analysis examines the mechanisms through which climate change affects security, identifies regional hot spots, and proposes approaches for integrating climate considerations into security policy.

The Security Implications of Climate Change

The security community has moved beyond debates about whether climate change is a security issue to focus on how its effects manifest and how they can be managed. The U.S. Department of Defense has identified climate change as a threat multiplier, meaning that it amplifies existing vulnerabilities and tensions. This characterization reflects a sophisticated understanding that climate effects do not cause conflict directly but rather interact with political, economic, and social factors to increase the risk of instability.

The specific mechanisms through which climate change affects security include resource scarcity, extreme weather events, migration and displacement, and the strategic implications of an accelerating energy transition. These mechanisms operate at multiple levels, from local conflicts over water and land to global geopolitical shifts driven by changing access to resources and trade routes.

Regional Hotspots

The Sahel Region: The Sahel region of Africa is experiencing some of the most dramatic effects of climate change on security. Desertification, rainfall variability, and resource competition have fueled conflicts between herders and farmers that are increasingly intertwined with insurgency and terrorism. Lake Chad has shrunk by 90% since the 1960s, devastating the livelihoods of millions and contributing to the spread of Boko Haram and other extremist groups.

South Asia: The Himalayan glacier melt that threatens the water security of over two billion people is creating conditions for potential conflict between nuclear-armed states. India, Pakistan, Bangladesh, and China all depend on river systems that originate in the Himalayas. Changing water availability could exacerbate existing tensions, particularly between India and Pakistan over the Indus River system.

The Arctic: The rapid melting of Arctic sea ice is opening new shipping routes and access to resource deposits, generating new geopolitical competition. Russia has invested heavily in its Arctic military capabilities, including the reopening of Soviet-era bases and the development of new icebreaker fleets. Canada, Denmark, Norway, and the United States are also increasing their Arctic presence, creating the potential for both cooperation and competition in the region.

Small Island States: For many small island developing states, climate change presents an existential threat. Rising sea levels, increased storm intensity, and coastal erosion threaten the physical existence of some island nations. The potential loss of sovereign territory creates unprecedented legal and security challenges, including questions about maritime boundaries, citizenship, and the future of displaced populations.

Military Implications

Climate change also has direct implications for military operations and readiness. Extreme weather events are damaging military installations and disrupting operations. Rising temperatures and changing precipitation patterns are affecting training schedules and equipment maintenance requirements. The U.S. Department of Defense has identified over 70 installations that are at significant risk from climate-related effects, including coastal bases threatened by sea-level rise.

The humanitarian and disaster relief mission of armed forces is expanding as climate-related disasters become more frequent and severe. The U.S. military's response to Hurricane Maria in Puerto Rico, the Australian Defence Force's bushfire relief operations, and the Indian Armed Forces' flood response efforts all demonstrate that military organizations are increasingly called upon for climate-related missions that stretch their capabilities and budgets.
